Platform & Commitments

What Joyce stands for.

My platform is built on listening to North Cowichan residents and acting on what matters most. These commitments reflect the conversations I've had across the community - at kitchen tables, community halls, on the streets, and at neighbourhood events.

Street Disorder, Homelessness, and Addiction Issues

  • I will advocate from my council position at meetings such as the UBCM and with Provincial officials to:
  • Look at the renewal agreement Island Health has with regards to the 'Wellness Centre' on York St. with the possibility of asking to halt any annual renewals needed to run the 'overdose prevention centre'  - Thus reducing negative impacts on businesses, their customers, and supporting public safety including students walking to and from the schools.
  • The creation of stronger local bylaws on open drug use that should be enforced especially around schools and parks
  • Stop more 'housing first' models that are causing so much harm through enablement and secluded drug use. Advocate for dry living housing so that elders, those newly sober, those with young children, or escaping abuse, have the chance at a safe/affordable space .

North Cowichan's council is often at the whim of the Province and The Federal Government's ideas and plans around this sad topic. It is going to take council members and whole councils province-wide to push back for our communities, and ultimately for the well being of the lost souls that need a 'push' in the right direction. All are God's children.

Removing Tax Waste

  • Consider removing .5% Climate Action and Energy Tax. Many who know me know, this has been one I have spoken against at meetings for years. This is a tax most people are not aware of.
  • Highly scrutinize any new studies being presented as 'needed' .
  • Push for prioritizing an Economic lens over a Climate lens as the number one goal currently.
  • Seriously look at budgets presented by staff.

Too many people are suffering under the weight of Provincial and Federal taxes, and as a potential councillor I know where we can cut and what is in our jurisdiction to do so.

A Thriving Local Economy

  • Champion policies that support local farmers
  • Reduce red tape for small businesses and home-based enterprises
  • Attract  industries to create local jobs
  • Support Cowichan Valley's tourism which does require local accommodations .

A strong local economy means more than jobs — it means resilience, community pride, and keeping the character of North Cowichan alive. I'll work to build an economy that serves people, not the other way around.

These are starting points, not endpoints.

My platform will continue to evolve based on community input. If there's an issue that matters to you, I want to hear about it.
